In the Military Institute -> Troop Details view, I can see that I have 28,649 Heavy Shield Guards and 5,467 Light Shield Guards. However, I can't promote any of my LSG, the promote icon is not showing (and when it was, clicking on it showed zero troops available to upgrade).
And in the Training Ground -> Formation, there are 0 HSG available to add to my formation. They aren't all being used by other legions, only 11,742. The Military Institute is showing 28k, so where are they?
